2D to 3D Design of Bird Animation

Hi there! I'm looking for an experienced 3D artist to help me convert this graphic into a 3D realistic animation design which focuses on the floral and robotic components of the bird. The idea would be a 360 video of the bird with its head turning in some directions with floral components swaying with the wind and the machine turning within the robotic part of the bird.
