After the Parliament bans the British govern from accepting privateers' plunder, Britain issues a royal decree forgiving all pirates who surrender to the authorities.

Even with the official pardon declared by the newly-appointed Bahamas governor, Woodes Rogers, several forgiven and protected-by-the-new-law privateers can't live a good man's life. The few working in the legal trade know they will have only meager wages and hard work.

Used to the seaman life and easy wealth, many of those who couldn't find a decent job in the land keep on robbing and convert to living by time and tide, now as pirates. With no funding nor retainer and against official approval, piracy becomes more and more dangerous.

An active English corsair is willing to attack any vessel, under any flag, getting into fight with his former employers.
His name is Edward Teach.
