A campaign to be hard hitting and uncomfortable, the image treatment to try and hide the individual as society wants to pretend they don't exist. Forcing people to look and calling people out on walking past and pretending they are looking at something or doing something that means they can't see the homeless person.
The end look, a homeless man with focus on his eyes, and the typography bold... in your face with content telling the reader to walk past, don't look! Because we all know that's what they are doing... it's holding a mirror up to the reader and telling them that we know that's what they are doing and forcing them to look into the eyes of the man in the image... while a subltle over lay telling the reader who he could actually be.
